How do I establish a Disbursement Voucher payee as an employee paid outside of payroll?


If you wish to pay current or former IU employees via the Disbursement Voucher for a taxable reportable payment reason (Compensation for Services, Payment to Research Participant, Compensation in Respect to Decedent, or Royalties) you must first add them as payees and indicate that they are employees paid outside of payroll.

Follow these steps to add a payee as an employee paid outside of payroll.

  1. In FIS open a Payee Maintenance document. The payee maintenance document is available under the Chart of Accounts Maintenance Document group. You can also open a new Payee Maintenance document from within the Disbursement Voucher by clicking the "Add" button on the payee search screen.
  2. Enter a description for your document.
  3. Generate a new Payee ID # by clicking the "New" button.
  4. Select the ownership type of Individual/Sole Proprietor.
  5. Click the "Employee Paid Outside of Payroll" box.
  6. Complete the document by filling in the Non-Resident Alien status, Tax ID#, name, address, and click the "W-9 Complete" box.  Please carefully enter the Tax ID # during this step!
  7. Click OK to route the document.
  8. Click "Yes" when asked if you want to copy the default tax address information.
  9. Click "OK" when you receive the message about the W-9. Because this information is on file for employees you will not need to send a W-9 for this payee.

The employee will now have another payee record in the payee/vendor file you can select when processing Disbursement Vouchers for the payment reasons listed above.
