When a financial document is ad hoc routed to a Fiscal Officer, why doesn't it appear in the in box of the primary delegate to that Fiscal Officer?

Normal FIS routing is tied to an account, so the system routes documents to the Fiscal Officer(s) of the account(s) appearing on the document. When a delegate is given authorization to approve documents on behalf of the Fiscal Officer, this authorization is also tied to a specific account.

Ad hoc routing is tied to a user id; therefore, the attributes tied to a specific account have no relevance for ad hoc routing.
