Does the Internal Billing document route to the income Fiscal Officer as well as the expense Fiscal Officer?

The Internal Billing document only routes to the expense Fiscal Officer. One
of the goals in the development of the FIS was to eliminate unnecessary links
in the approval chain. Unlike expense, income to an account is not as likely
to be a detriment. Therefore the decision was made not to include the income
Fiscal Officer in the approval chain on this document.
